As a senior social security recipient who has worked all my life but never earned enough to save a substantial nest egg, I am hard pressed to be concerned about the wealthy having to pay property taxes on a second home. I have applied for property tax relief on my one and only home so I can afford to buy groceries.
I live in a city (maybe even state wide) where there is a second home tax. It is definitely not slowing the housing boom or new business creation. I grew up in a resort of 95% second, third or even fourth homes. They are mostly New York/famous billionaires. It didn’t stop investment or job creating businesses. It is simply a cost of doing business. The very wealthy don’t talk about mundane topics like the tax on their second homes. Some acquaintances don’t even open their own mail. I did read in the Journal that if Mamdani became Mayor wealthy people would leave the city. In a follow up survey none of them left the city.
Aren’t luxury second home owners a very small percentage? This is supposedly going to bring in roughly $500 million annually to help fund public schools, parks, libraries, and close city budget gaps. Apparently this is supposed to serve as a compromise to avoid a broader, more painful 9.5% general property tax increase on working- and middle-class New York City homeowners. Having said that the middle class always takes the hit for the wealthy. It is hard to trust in anything that could potentially cause American citizens trying to survive more pain.

But let's not lose sight of what actually protects working New Yorkers, and it isn't punishing pieds-à-terre.
