As I read the draft of the local city's future Official Community Plan for the next 5 years it has the same title.
The Illusion of Prosperity.

Unfortunately that is arts and culture, recreation, puic transportation,
environment protection.
It needs a friendly compassionate Doge overhaul.
Its sort of the Bible that no one reads and is in denial of any super computer that analyzes taxation and where the taxes will be spent.
